LGC&D is the primary firm providing attest, accounting and consulting services to governmental entities in Southeastern New England. We are the auditors for several municipalities, state government enterprise funds and local governmental entities throughout the region. In the post-Enron era, and in response to the Sarbanes-Oxley Act and Yellow Book standards, we have also developed an extensive, but separate, accounting and consulting division providing comprehensive services to governmental entities, which responds to their needs without jeopardizing independence in the audit and attest areas.

Substantially all of the staff at LGC&D are trained in Yellow Book requirements and have met the Continuing Professional Education standards of Government Auditing Standards. The Firm also has extensive experience providing Single Audit services required under OMB Circular A-133 (Audits of State and Local Governments and Non-Profit Organizations) and various program audit services required by such Federal government departments as HUD, Education, and Transportation.

LGC&D’s governmental practice is directed by principal Frank J. Champi, CPA. Frank has extensive experience in providing professional services to governmental entities for over 20 years. Frank, a past president of the Rhode Island Society of Certified Public Accountants and its Government Accounting and Auditing Committee, has taught governmental accounting and auditing courses for the profession and government finance officers, and has authored articles for professional publications related to governmental practices and governmental auditing. Other members of the Government Services Group at LGC&D include principals Stephen W. Geremia and Susan R. Johnson. Both Stephen and Susan have been providing accounting and consulting services to state and municipal governments for over 10 years. Stephen has extensive attest experience with municipalities, school districts, state and local economic development entities and housing entities (HUD, RIHMFC, MHFA, etc.). Susan has provided expert consulting, budgeting and accounting services to government entities and finance officers for many years, and is also knowledgeable in computerized accounting systems used by governmental entities.
